Frank Underwood is a Democrat Congressman. President Walker (Democrat) is elected thanks to Underwood. In exchange President Walker promised to choose him as Secretary of State. However, Walker decides to nominate Senator Michael Kern because he wants Underwood to keep his role of Whip in Congress and work on the education bill with Senator Blythe.
Underwood wants revenge and contacts Zoe Barnes, an ambitious journalist who works for the Washington Herald. He gives to her compromising documents about the education bill and Blythe must to retire.

Underwood replaces Blythe to work on the education bill. He hires young people to work with him. Meanwhile, Underwood contacts Congressman Peter Russo to find compromising documents about Kern, the Secretary of State. Russo is alcoholic and a drug-addict that’s how Underwood exploits him (he keeps the secret if Russo works for him). Kern is evicted, and Underwood tries to place Catherine Durant at the place because he can manipulate her easily.

Then Underwood is preparing the education bill, he must come back in his native city, Gaffney in South Carolina, because a young girl is dead in front of the Peach, a water tower built by Underwood. His rivals try to encourage the parents to sue him, but Underwood reaches an agreement with the parents.
During this time, the journalist Zoe Barnes becomes famous with his article about Kern.

The education bill is finished but Bob Birch, the Speaker of the United States House of Representatives refuses to support the bill. Underwood lobbies him to accept the bill and threaten him.
Underwood keeps contact with Russo to prepare the election of the Governor in Pennsylvania (Russo is the Congressman on Pennsylvania) and forces him to fire 12 000 jobs in the States. Russo drinks and dopes himself again.
Underwood meets Zoe Barnes in her apartment and they start an affair.

Underwood comes back to Washington and explains to his wife the relationship with Zoe. She accepts only if he can use her to make himself more powerful (she’s very ambitious too).
The education bill is denounced by the teachers’ trade union, but Underwood tries to put the representative of teachers in the frame to reduce him to silence.
Zoe Barnes leaves her job at the Washington Herald and she’s hired by Slugline, a website.
Underwood finds Russo dead drunk and encourage him to stop alcohol and drugs for his own welfare. In reality, he wants to manipulate him.

Teachers are on strike for a month. Underwood blackmails Representative of teachers, Marty Spinella. Underwood feigns an aggression at his home and blames Spinella. Time spend and Spinella breaks down and hits Underwood. The strategy is a success: either Underwood denounces him, or Spinella stops the demonstrations.
Peter Russo heals and decides to run for Governor of Pennsylvania with the advices of Underwood.

The education bill is signed by the President. Despite the problems and the controversies, Underwood achieves his goal: The President respects him and trusts him.
Russo tries to stop drugs and alcohol and goes to the Anonymous Alcoholics meetings.
Now it’s time to prepare the election of Russo as Governor of Pennsylvania…

Frank Underwood goes to his former military college to inaugurate the library. The library has his name, to pay tribute to his career of politician. Underwood meets his old friends again and they spend the drinking and talking about the past.
In the meantime, Peter Russo goes back to Pennsylvania to announce he’s running for Governor. He sees his mother and his old friends, but nobody wants to support him (especially because he decided to fire 12 000 people in the States). Bad news for the campaign…

Russo starts his campaign and he is supported by Vice President Matthews. However, Matthews, frustrated because the President prefers Underwood, takes control of the campaign and Russo cannot explain his ambition for the States. Matthews irritates Russo and Russo convinces Matthews to leave the direction of the campaign.

Frank Underwood understands that he loses control  on Zoe Barnes and Peter Russo. Each wants to achieve their own goals . Underwood stops his relationship with Zoe and tells his friend Doug Stamper to contact a prostitute drug Russo  the night just before an important interview. It’s a success, and Russo is unable to do the interview. Russo knows his campaign is over and Underwood advises the President  to choose Vice President Matthews to run the place for Governor. The job of Vice President is free, and Frank Underwood will do everything  possible to take the place.
